§ 19-6. Permit for placement of drainage pipe or culvert in street right-of-way.

  • (a)

    It shall be unlawful for any person to place or cause to be placed any drainage pipe across or upon any drainage ditch or bar ditch located upon any street right-of-way in the city, or to construct any culvert thereupon, without first having obtained a permit therefor from the city secretary. Application for such permit shall be made on a form furnished by the city secretary, which shall show the location, size of the pipe and such construction details as may be required by the city secretary, including the location of all drainage outlets, which shall be paid for by the applicant.

    (b)

    Prior to the issuance of a permit under this section the applicant shall post with the city secretary a one hundred dollar ($100.00) bond or one hundred dollars ($100.00) in cash, which shall be refundable upon the inspection of the site by the building inspector and his that the drainage opening.

    (c)

    The placement of pipes residential lots on which are situated single family dwellings is exempt from the provisions or this section.
