§ 23-24. Applicant to have fixed place of business.

No license shall be granted under this article to a person, including an itinerant dealer, who does not have or prove the bona fide intention to have forthwith upon the issuance of a license a regular established place of business, at a definite and fixed address in the city used to offer for sale motor vehicles by such licensee and which is open to reasonable inspection by the chief of police or his duly authorized representative.
