All drivers who intend to perform non-consent tows and repossessions under this article,
with the exception of out-of-City tow trucks performing consent tows/repossessions,
must register with the City of South Houston, Texas, and shall be required to pass
a satisfactory background check. A driver who is denied a license or permit due to
an unsatisfactory background check or for other relevant reasons may appeal the decision
to the City of South Houston, Texas, Municipal Court by requesting a hearing in writing.
The decision of the Municipal Court shall be final as to the driver's eligibility
to be issued a license or permit.
