The assistant fire marshal's position is hereby created. He shall have the same duties
and responsibilities as the fire marshal, whether or not the fire marshal is absent,
except that he shall report to the fire marshal. In the case of the fire marshal's
absence or inability to perform the duties of his office, the assistant fire marshal
shall maintain control of the fire marshal's office until the fire marshal's return,
or a replacement is installed in accordance with section 9-16 of this chapter.
